Al Gumhuria file

The IPCRESS File

The Al Gumhuria file is a dossier on British scientists expected to be present at an American test. Its significance rests not only on the intelligence it may contain, but on the uncertainty surrounding its proposed transfer: Dalby’s response to Ross’s offer is never confirmed, and the Unnamed narrator later wonders whether refusing to buy the file helped set his troubles in motion.

Contents and Intelligence Value

Dalby describes the file while discussing the next American test, which the Minister has specifically asked him and the Unnamed narrator to attend. The US Defense Department says it has found a way to jam seismographs and intends to try to double the Russian readings. Dalby says the British side has a file on some of the scientists present.

The Unnamed narrator qualifies the dossier’s reach. If Carswell’s information is credible, the file covers eighteen people out of a British contingent of fifty, a total that includes eleven laboratory assistants. The figures give the file a concrete but incomplete scope: it is an intelligence resource about a substantial portion of the British group, not a comprehensive record of everyone there.

Ross’s Offer and Dalby’s Unclear Answer

The file enters the conversation as something Ross has offered. After speaking with Dalby, the Unnamed narrator wonders whether he will have to return to Ross and accept the Gumhuria material. Later, he tries to read Dalby’s manner for an unequivocal answer to Ross’s offer, but Dalby gives him no confirming sign. His attention is occupied with securing a waiter, leaving the narrator to infer rather than know whether the offer has been accepted.

That uncertainty matters because the file’s transfer remains unresolved in the account. The narrator’s immediate question is whether he must go back to Ross; his later recollection describes the file as one he declined to buy from him. The distinction between Dalby’s possible assent and the narrator’s own refusal is not explained, so the dossier remains an intelligence opportunity that was discussed but not clearly acquired.

A Suspected Link to the Narrator’s Peril

After the narrator has been detained and is trying to make sense of the people and events surrounding him, he returns in thought to the file. He wonders whether the Al Gumhuria material he refused to buy from Ross had anything to do with what happened to him, adding that things began to go wrong soon afterward. The timing fuels suspicion, but the account does not establish that the file caused his predicament or that Ross’s offer was part of a plot.

The suspicion sits within a larger effort to sort uncertain loyalties. On a sheet of paper, the narrator underlines Dalby’s name and connects him with Alice in one direction and Ross in the other; he marks Murray and Carswell as unknowns. The file therefore acquires a second function beyond its reported contents: it becomes a possible clue in the narrator’s attempt to reconstruct who may have acted against him. Its unresolved status preserves the uncertainty at the heart of that investigation.
